This would be the same Indian Kashmir where the Muslims, Hindus and Sikhs have been killing each other regularly for the last 300 years or so.
I believe that in the Indian north west states or territories it is legal to craft and sell fully automatic guns. I’ve watched documentary films of the craftsmen working in small shops building guns by hand and using simple power tools.
I recall the terrorist attack in Mumbai a couple years ago that killed a number of innocent people. It took the Indian police and military at least three days to secure the city from only several armed terrorists. If the civilians in southern India which forbids private gun ownership had guns that terrorist massacre would not have been as bad.
