Links between criminals and terrorists? Yawn! Not new. Many who went to Syria to join ISIS/ISIL were petty criminals and thugs who used radical Islam to justify their atrocities.
The difference between a criminal and terrorist is the terrorist thinks their cause justifies their crimes.

What a load of claptrap. The country is rife with smuggling of all kinds mainly because it is surrounded by water! Historically, every coastal fishing village has its share of smugglers, most of whom are well known locally both to law-abiding citizens and local police. It’s been this way for centuries, a reality which makes the above statement laughable. Smugglers love prohibitionist laws because they’re so good for business.
